On Debian, there is a util called mkboot, and I think it is called mkbootdisk or something like that on RHL. Take a look at the manpages ... it needs some arguments. Be sure to use the verbose switch, else you will be in the dark for quite a long time, with no idea what the system is doing to your floppy.
