this question is related to the apt-proxy, and not apt-get. each machine can go online and fecth packages.

Maybe the answer lies in how you solved the first problem ... with the proxy authorization ... chance of confusion here between "apt-proxy" and the actual http / ftp prxy that the IUCAA network is running. Is this question related to apt-proxy or just a normal apt-get through a network proxy?
I assume "apt-get" said connection refused ... probably refused by the network proxy. Dunno how that would relate to /etc/hosts.allow ... whose hosts.allow did you change? Why? What changes did you make?
Can you paste the actual error message generated by apt-get?
