I am sorry to discourage a bit, but from the beginning the idea seems to be a big flop. The reason was software guys were commenting on hardware (very dangers) except a few like JTD, and other. I had suggested a cheapest solution but it was, blown away in bluetooth, tcpip, webserver, barcode and ... Once again I will repeat my idea.
Install low power FM transmitter (range 25 meter) at each junction. The frequency will be fix and it will used by all transmitter at other junctions. The pedestrian will need to have a FM radio tuned to that frequency. The transmitter will play prerecorded message giving direction. Where ever he goes he will get prerecorded message for that junction.
This is real low cost solution.
Installation cost - At junction - Low power FM transmitter with prerecorded message - Rs. 1000-2000. For User - FM receiver - Rs 100.
