This reminds me of an incident that was narrated by a Professor to our
class. He said, a student once asked him that if there is a sign "We request you not to smoke", does it mean that it is only a request and one need not actually follow it. ;-)
Smoking is banned in colleges which makes it a rule. Maybe chewing gum is a better parallel? :)
