Evening Scott,
I am new Linux learner, I would like setup internet proxy server in redhat Linux 3.0 AS. Can somebody help me out?

Install the squid rpm and its dependiencies.
Open the file "/etc/squid/squid.conf" and search for "#http_port 3128".
Make sure that you take out the # and change the port "3128" ( on which your proxy will be listening ), if in case you require.
Search further for line "# http_access deny all" and make it look like this. "http_access allow all". save the file and come out. restart the squid service.
This will make yr proxy an open relay, which you definitely dont want. make sure you allow only your local subnet out thru the proxy.
Note: Proxy machine should be connected to the Internet and if DNS entries are not made in proxy, then make sure its made in "/etc/resolv.conf".
Regards, Animesh.
