The GPL is quite clear on this. You can use a single copy to install as many times on as many machines, for as many people/companies, at as many locations as you can physically manage.
Sun's licence on StarOffice requires you to get it from Sun (you cannot redistribute). My advice would be to install StarOffice on a powerful server, and then just export the desktop to all client machines. Do this for all user applications.

If you install KDE2, then you'll have a good desktop, with browser, mail client and most other software. Gimp for image manipulation. You can't do foxpro native, but if you get dosemu, you might. Better would be to use postgresql with pgaccess as a client.
GNUmeric for spreadsheets, GNUCash for accounting, xmms for music etc.
There's loads of other stuff, depending on what you need.
