AFAIK the location for the grub configuration file is /boot/grub/grub.conf
wrong. the default is /boot/grub/menu.lst. man grub.
man grub says:
--config-file=FILE specify stage2 config_file [default=/boot/grub/grub.conf]
======> /etc/grub.conf is soft link of /boot/grub/grub.conf
