I have tried different drivers with my current modem. My machine shows the details as ----:---- Class 0703: 134d:2189 Modem: PCTel Inc: Unknown device 2189 (rev 04) (prog-if 00 [Generic]) SubSystem 134d:1002 PCTel Inc: Unknown device 1002 Flags: bus master, stepping, medium devsel, latency 32, IRQ 9 Memory at ff8fe000 (32-bit, non-prefetchable) I/O ports at d800 [size=256]
So I am not sure if the modem chipset is recognized or not. The above was obtained using "scanModem" utility from linux compatible.
one of the threads which closely relate to the problem I am facing is http://www.linuxcompatible.org/thread1001-1.html but even that is inconclusive.
Is it advisible to try an older kernel instead of 2.6.x or try different modem?

Since the utility has not been able to identify the PC-Tel Chip being used in your modem, can you physically inspect the chip and see if a chip number is written on it ? Also, if its a dual boot system, you may be able to get hold of the chip number from some windows utility.
