hi, has anyone encountered relocation errors from tar while installing debian sarge? if you have is there some simple way around this?

Try editing the file /etc/apt/apt.conf and change the value of "APT::Cache-Limit" to something higher than the default value... like say, make it 1.5 times bigger.
APT::Cache-Limit "150000000";
