Yes.

If you are behind a proxy which does not need authentication, set the env var http_proxy to your proxy host:port. example: export http_proxy=1.2.3.4:8888

and then start Skype from the command line.

If you are behind an authenticating proxy, you need another proxy in between you and that proxy which wont ask you to authenticate yourself but will you authenticate itself to the second proxy using your proxy credentials.
