This isn't related to linux as such, but since we are all geeks, I thought people might no the answer.
I'm currently looking for shell accounts and web hosting. I am ready to pay, but all hosts in Europe/USA accept payment via Bank transfer. Now from what research I've done it's not worth sending money out of India due to the bureaucratic hurdles. As for Paypal, that requires a credit card, but I only have a debit card. Does anyone here use webhosts outside India, or say VPSes. What do you do then?
Is there any good provider of a shell account/VPS in india which will allow me to run a SOCKS proxy using SSH? It will be purely for personal use. That way I can pay within India.

sdf probably may not allow SOCKS proxy, but you can always ask a friend with credit card to buy a VPS and pay him by cash?

I have been using VPS supplied by http://www.vpslink.com. Their support is excellent. They support a wide variety of GNU/Linux distributions. Also you can choose either OpenVZ or Xen. The cost is a little high, but acceptable for commercial ventures. As a very cheap alternative, you can try http://www.vpsstart.com. But I have not tried it myself yet. There are many other service providers too. Searching Linux Vps on Google will help.
For non-critical usage, going for a cheap setup on a trial basis, for a couple of months is the best approach. For any serious use, check the credibility of the service provider first. Those with computing infrastructure stationed at good data centers should be opted here. Also timely support is very important. Check various Internet forums on feedbacks from their existing customers.
For these transactions, credit card _is_ required. As one poster has suggested already, it is better to use a credit card of a friend and pay back in cash. Also remember that sometimes credit card is auto debited for renewal of the service, unless you terminate the service explicitly by giving termination instructions in time.

I'm in college and all ports are blocked. After much wrestling with faculty and admin I've got permission for outgoing SSH to *only 1 server*. All I want the proxy for is so that I can connect to IRC and tunnel applications like git and svn:// and access/commit code. So I'm not looking for any great service, or high system specs at all. I'm looking for the *cheapest* thing I can find and it should be easy to pay. I'll try the friend credit card idea though.

When you say shell account n socks proxy, people get scared if you going to run ssh password scanner :) or irc chat server, both of these are a complete no no with any web host, 95% of them run web panels and got no idea how to give you restricted shell access, it's too expensive as well as risky to run shell accounts for them.
You can always pay a decent web host with good reputation with your credit card on file with them instead of paypal, atleast our host allowed us cc on file after we paid them with paypal for almost 6 months. It really depends on what you trying to do an how comfortable is the web host to have you as their customer. They don't like cc on file from a new guy from day one, simply since there are too many cc n paypal chargebacks to worry as well.
Again these are my views it can be different for others.

Nopes, every one of the large hosting companies are taking credit cards from day one In fact the one we use now allows us to pay each bill by our credit card and does not keep CC on file.
But Nikhil's problem is that he does not have a credit card.
Again these are my views it can be different for others.

Thanks for your suggestions. I found tinyvps.com, so I'm going to take a look at that and pay with my friend's card for a month and see if its good.

gandi for example accepts paypal, credit cards - most hosts accept credit cards
