Is it possible that they are getting refurbished parts from abroad and assembling them here as new? The refurbished boards and peripherials can look very chaka chak. A friend of mine who was in the call centre business had once told me that refurbished machines can be obtained in India for approx 200$. They are very popular in call centres.
How can production costs vary so drastically simply because the product being manufacturered has a lower operating frequency? All other peripherials are just the same.

These are Via processors, not Intel. Also, just 128 MB RAM.
