Could this be because your ISP has blocked ICMP packets? In a knee-jerk reaction after the SoBig worm deluge, a lot of ISPs have blocked ICMP packets. I know for certain that Dishnet DSL has not, and Reliance Rconnect (their Internet access service which works over their CDMA handphones) has. Haven't checked VSNL's dialup service recently.
I'm not getting into whether this ICMP blocking is effective in reducing exposure to the worm. :)

It doesn't stop exposure to the worm. It helps us Linux users have a somewhat usable network rather than being DoSses to death by ping floods from infected windows systems.
