My linux server root partition is almost full (/ partiton) advice me how can i increase by adding another hdd to my machine. We use IDE hdd.

If your / partition is holding everything currently then you can try migrating your /var and /home to the new harddisk. Make sure the new disk is formatted and contains partitions of appropriate size to hold data in /var and /home. Then rsync the data to new partition, and mount the new disk.

what is causing the outage? generally the root partition isn't used for anything that "grows". It's only for the core programs other volumes / partitions / HDDs are generally used to store "dynamic" stuff. You can resize the partition but that would mean a lot of work and it can be hazardous. Not to mention that in a few weeks / months you'll again run out of disk space.

Suggest you backup your data and format both drives at LVM so that you can easily manage capacity of ur disk
