What is port ppp0? Where in /dev/ does linux recognise the modem?
Some websites for r-connect recomend using the same modem initialisation string as is present on the windows platform. The same may be true for tata too as they use same instruments. What is your instrument?

Rony.

A PPP connection. Possibly PPPoE, possibly dialup, possibly PPPoA. Nothing about DSL, or ethernet or ....

Very true. :) Ppp0 is a connection not a port as mentioned by Gopi.
