Linux has excellent bandwidth management subsystem. Is there any front hand available other than wonder shaper to mange bandwidth? Learning tc is bit too steep.

Wow. This is exactly the kind of response which puts off potential Linux users.
Even if there are no applications which cater to this requirement, it is the seed for future development. If users switched to non-linux stuff at the first block that they faced, then the movement wouldn't have reached where it has.
