Maybe we should maintain a small collection of mails like these for newbies. Whenever a very generic question is asked on the list by a newbie, a suitable mail/template can be picked from the collection and posted.

One individual (with the ability to judge when/what to post) could be assigned for this work at any point of time, and responsibility can be rotated periodically. Admin to start with?
