What hardware? And why not uclinux, ecos?
For RTLinux, the development host and target machine could be the same.. e.g say Intel machine. So , it does not require any particular type of hardware.

As per the wiki (http://en.wikipedia.org/wiki/Embedded_Linux) definition of embedded linux is
Embedded Linux refers to the use of the Linux operating system in embedded systems such as cell phones, Pads, media player handsets, and other consumer electronics devices.
