This happens when the telnet server or the ftp server (server as in software) are not running. First see if telnetd and your ftp daemons are properly configured and running.
You can use 'ntsysv' as root to see if they are started at run-time. You can also use: "/etc/rc.d/init.d/*name_of_daemon* status" to verify.
