With smtp.mtnl.net.in. i get Unable to connect to remote host: Connection timed out although dns resolves the name With vsnl i get a 521 error as they do not permit relay.
does anyone know if MTNL permits relaying.

afaik no isp is going to allow relaying - you need your own smart relay host

I have a rediffmail account with pop/smtp and I can use any dialup isp to send mails using rediff's smtp. Still clueless about what your problem exactly is but if you use your own smtp server, can you send mails using mtnl?

you can use rediff smtp to send mails from your rediff id. you cannot use it to send mails from, for example, rony@thenilgiris.com
