They're filtering based on your NIC's MAC address.
Most NAT devices have the feature to program the MAC address on the WAN port.
@OP -- it is not clear whether you are using the ISP's box or your own box to connect to the ISP on the WAN port. Have you called the tech. support to find out why you are not allowed access to the Internet. If it is a MAC address issue then look for a solution that allows MAC address settings on the WAN port.

Like I replied earlier too, I do not have any problem with the connection or the router, when I connect any other ISP on this router I do not have any problem. Again even after changing the router i.e. from dlink to netgear also, I am only able to trace but cannot browse.

IMO, it would be best to call the ISP tech. support and understand what is the issue from their side. This whole discussion is pointless if it is a contractual issue as others have also pointed out.
<side note> Do you have a MTNL land line? If so, have you tried their TriBand? I have been using it since 1Q/2005; the service has been reliable and they place no restriction on how many PCs share the connection or what sites you want to visit. No captive portal that some ISPs use before allowing traffic. Ditto with Tata Teleservices DSL. </side note>

Afaik it is to prevent a single connection being used by a whole building and in some cases a whole colony.

Wow. I have heard of neighboring families sharing one 'Net connection.

First confirm your connection works on a single machine without the router. Only then go further. If you want to use the Single Only connection for other devices, change their MAC id to the one that is registered with them . Don't use the router. You won't be able to use 2 or more devices together but at least one after the other using the same LAN cable.
