I was looking to download the SEI's Perspective on Open Source Software from sei.cmu.edu, but looks like there's some routing problem or some such. Also, wayback machine on archive.org did'nt seem to list it....If anyone has a copy of this file, can you please mail it to me offlist? this one is like ~400K and published sometime late 2001.
