I had similar problems, and had followed similar steps, with an identical configuration file. I am sorry, I don't exactly remember the procedure, but I know where I found the answer. I searched on http://marc.theaimsgroup.com/?l=tomcat-user I followed the exact procedure listed in one of the message bodies. Hope it helps.
