There is one situation...imagine a intranet which is to be hooked up to internet through a proxy server. do you know any intelligent proxy server that will allow dynamic bandwidth allocation with user starvation prevention....to talk in simple terms... 1. i should be able to allocate max bandwidth usage to a user in peak traffic time 2. when traffic is not present, this limit can be exccedded
normally this will happen, i mean, if there is only one user, he would enjoy faster speed. but as the users add up, the speed slows down drastically. and the operation is not deterministic...i cannot guarantee that a particular user is limited using a max bandwidth qouta
any clues/links..???

Try Squid with Squidguard and please write some more about your requirements .

Perhaps a script and http://www.lartc.org/ Of course, getting the number of concurrent users is hard, and what they all want to do.
