But *what* libraries? Other sites work fine. Only facebook & hotmail seem to be affected.
So you're telling me that on the same machine he's got dual boot with XP and Ubuntu, right? Using the same MTNL connection, the sites work fine on XP and dont load up with Ubuntu. Hmm...maybe he should use XP... haha :)
Ha ha. Here I'm trying to keep him convinced to use XP only for games and use Ubuntu for everything else....
And the system has been working perfectly from last August (when I installed it) till about a week ago. I suppose it's possible that one of the security updates did the damage, but why on earth would it only affect those 2 sites.

I'm not sure. But the problem certainly isn't with the Internet connection. There is only one possibility that the way Ubuntu is connecting to MTNL may be the root cause of the problem. I'm using Ubuntu 8.10 / Debian with recent updates and neither of them have any problems accessing any of the two websites.

well, a sensible operating system would naturally block sites like this ;-) Can he log in from ubuntu from some other machine?

if you can try to use a live cd of ubuntu or some other linux based flavor you might be able to find some headway. Harsh

I do not know what other sites you have tried, but facebook has an exceptionally high amount of Javascript, which results in the browser using up more and more memory as you use facebook (in a single session). I am wondering if the problem is with Javascript rather than connectivity or something. Also, i am told facebook uses a lot of cokkies.
