I have not done much with SNMP so cannot say much about restarting devices. Assuming the devices are connected via Ethernet to the campus back bone, PoE can be an option. You can power OFF/ON the units from the data center.

I use Zabbix but for monitoring purposes only. It is a like a candy store - hard to choose. Come up with a feature matrix that *you* want, tick mark them against the various NMS solutions. The one that meets the max. number of your requirements should be the one (I guess).

Yes, you are right. Its a tough task to choose. Beauty of Open-Source :)
