is there by any chance a group/forum which newbies to free software be able to approach for guidance/advice regarding the best way forward vis-a-vis going from ideation to implementation process for projects?

if not, how receptive would the free software crowd be to such an effort?

would it be considered good? or, would it be considered a wasteful activity?
