This is incorrect... All ISP except Cable Operators provide Public IP Addresses to their subscribers from dynamic IP Pool, including Dial-up users, DSL Users.

This is only required if you want a static IP from your ISP.

Your interpretation of the IP assignment is incorrect. I have MTNL TriBand; the modem/router has a WAN port with a dynamic _public_ IP address and a LAN ethernet port which by default is 192.168.1.1.
