Well a 2line LCD display without backlight would cost around 200 Rs I think. You would be using LCDProc? You will have to by the connectors etc and do a bit of soldering though. Don't know where u can get them in Mumbai.

You can ask for LCD Module 16X2 or 24X2 with or without backlit. 16X2 with backlit will cost around Rs.160/- for imported or Lampex Modules will cost little more.

Technical Specs? Well I think you will have to ask for HD44780 compatible display.
