Joel,

As someone mentioned previously check your .cnf/.ini file. Also you may want to look at the output of rpm test installation and which all directories and files it will affect, (dont remember the options for that), but it may help, may be you have to create /usr/local/mysql/data directory.

Check for the UserId and permission on the data directory. I think error 13 is for permission denied. HTH. -Krishna
