Solutions: a. Probably doesn't have a /concrete/ solution. Authorities at MTNL would have to be notified of it.
b. If the line is running in parallel to other (affecting) lines, the SNR may have increased, there _might_ be differences in your speed. Line Attenuation might also be another cause. Reducing it by some means, could help.
c. Parallel lines, may be a cause for line attenuation. (Assuming that signals are relayed to a non-receiving device). A single line from the exchange, would be plugged, in the filter. Two other wires, one to the DSL router, and the other to the phone. Bas! That's it. There should be some improvement.
Ofcourse, if you have tried these, and Triband doesn't serve the purpose well, you can switch to a different provider.

Its pppoe is not connecting in afternoons and early evenings. These are exchange problems. It happens to many of my clients, even those who got new direct cabling done. Today after power booting the modem at least 15 times, finally I got connection but no ping to the DNS servers.
My client who just got a new connection last week finds that it keeps going off the net even though its properly wired. He is into share trading and cannot afford to loose live quotes. And he is on a different exchange hardware too ( Alcatel, the one where user name is followed by an '@a' It is a general degradation of MTNL's systems over time.
