Check your firewall configuration, misconfigured firewalls can generate unwanted ARP packets. Don't know about your double counting problem though.

The ARP packets are always from the "gateway" to machines in the same subnet that are not online. For instance, Sundays evenings (when most machines are probably up and "surfing") I see much less of this!
