I had a similar problem. I needed to send only text messages to certain persons, but however much i tried to change the setting of my outlook from html to plain text, it would revert back to html and send messages only thorugh html. I later found that i was infected with VBS/Haptime virus due to which this problem occurred. When the system was cleaned, i was able to set it correctly to plain text.
