Regarding running GNOME or KDE without giving shell access to users

Dear all, Is it possible to run GNOME or KDE for users without giving any shell access.I want to give access to users only Netscape or Mozilla and want remove all other facilities (Editors etc).This we want to impliment in our Library. Sure the best thing is not to share the root password, but i have seen a number of places where root passwords are shared so that if one administrator is not able to come in or is not reachable, another authorised person is available to manage the servers. - Shankar
