If it is GPL'd it can be used commercially. Infact it can be used for any purpose without restrictions except changing the GPL. The author acknowledges this in the last para.
If one wants to profit from this package one can ask the customer to download it (or u set a cron job which will do it for him). U can then charge for the service (cron script), installation and maintanence.
I am not endorsing the abv bypass tho and am all for the author's pay for commercial use idea.
GPL'd software is like a gene, once it gets out of your computer there is no way to stop replication / mutation / evolution.
