Hi,
I just found this by searching on yahoo for 'cygipc'. I am posting it just in case its useful for others.
http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/
http://www.neuro.gatech.edu/users/cwilson/cygutils/ is the home for Cygutils.
However I haven't yet checked it I am hopeful it works.
