Downloading MP3s, movies, etc is illegal.
Downloading / copying ANY material in violation of it's copyrights is illegal. U can download / copy loads of MP3s, videos, papers whatever subject to the abv. U are (unintentionally) confusing the act of downloading with piracy. also there was a stupid move to ban P2P networks in the US by the media crooks cause it prevented them from preemptive strikes and other nonsense. This legislation relied on precisely this type of disinformation.
It's called piracy. It's just that anti-piracy laws are not enforced as strongly at individual level. There are regular "chhapaas" on video and music shops to retrieve illegal DVDs and CDs.
the problem that india and indians have faced is that we have taken our country / state / city infrastructure for granted . we think we are the most imp individuals on earth and we need all that service for free or extremely low cost.
