Plenty. When it's the government / public body mandating paid software use i.e. using public money to promote private products.
And IE comes free of cost. I thought most people hated it because of the number of vulnerabilities it has and difficulty in getting one's website right with IE even after using proper standards.
The issues of security useability etc. are secondary in this specific case.
