A seg fault generally occurs when an app does what it isn't supposed to do. This can't generally be fixed via configuration or such methods. You need to report this to the developers of wvdial or file a bug in their bugzilla. I would suggest to get on to IRC and talk to them regarding this. They will definitely require some debugging info. "Segmentation Fault" doesn't exactly give them any sane info to work with.
