As I understand, with GPL, all you need to do when you sell software is to make the code of the software available to the buyer. In case of some embedded products, the code is available as downloads from their websites. The seller is in no way _required_ to publish his code online just because he is selling GPLed software. He only has to make the code available to the person he sold the software to. He could even do it on paper if he wants to :)
A minor correction: Just handing over the code is not enough.The seller has to make the code available to the buyer *under the terms of GPL*.

WITH a copy of the GPL. That is what CISCO is getting shafted for by Harald Welte. Harald has understood better than most marketeers the concept of guerilla marketing. Companies love to run roughshod. Forcing them to provide a printed copy of the GPL with the product provides excellent advertising for the GPL and lets people know that the quality they get is not because of the Company selling the product, but due to FOSS programmers.
