My head hurts, Emphasis on ^^^^^^ here.
Can we make it a point to not start this again i.e. Do not
reply to a mail that seems to be starting MS v OSS w/o
any visible discussion end-point/alternative.

Correct me if I am wrong please. In this case, Maharastra govt. simply first appointed MS (or one of its "solution providers") to consult on what to do. NOT surprisingly, they did NOT recommend any free, or non MS software, and now MS is providing all the solutions.
So, I suspect there was NO open tender process. If there had been an open process, Novell/RH/Suse could have tried.

That is where we need PILs.. thats the only way for taxpayers to ensure that governments use their hard-earned money judiciously...
I am NOT saying never use taxpayers money to BUY MS or any other company's products... Just transparently evaluate all the options, and chose the best one. If a government department only needs to use computers to be able to use some kind of intranet, some spread sheets, emails and word processing.. (which usually accounts for the 90% of computer usage), we do have FREE alternatives such as KOffice, OpenOffice and free cross platform browsers which can run on free OS desktops (Linux, BSD or whatever).
hi,
as i go on using emacs for coding, i go on exploring more and more
about emacs features, but it also lots of pressure of remembering lots
of keyboard sequences (atleast in intial phase). i was wondering,
which method is prefered? how about, instead of doing C-<space>, i
start using M-x set-mark (this is valid for all the commands)? but it
invites hitting lots of keystrokes :( (i know the tab works).
also this M-x method, what exactly its called? i mean i though of
googling it for the nice tutorial, but what should i put as a search
string? (i discovered it accidently).

Hello folks,
As mentioned in the subject, I have Gentoo Linux
2005.0 running KDE
3.4.2. I happen to have a Nokia 3650 phone. For a long
time, I've
wanted
to be able to transfer images, videos etc from the
phone to my Linux
box
and vice-versa via Bluetooth. I tried to get this
setup working a few
days ago and found success. If anyone is interested in
how I managed
this, tell me so and I'll post the entire thing here.

U mean at least eight yrs. Upto eight yrs means 0~8. Considering that
the earliest version of apache was released around 1995 u need to talk to
Bhelendorf, Fielding and friends.
At least make your requirements sensible so that someone can respond.

Hello All,
I did some calculation on the r-connect schemes for internet. The Rs.
650 per month has unlimitted time and a data limit of 1 GB. While this
looks attractive, it can be expensive for downloading CD isos.
@ 14.5 Kbytes per second, 1 GB takes 68965.5 seconds to download.
This means 1149.4 minutes. @ the standard daytime rate of 50 ps per
minute, this becomes Rs. 574.7.
@ 25 ps for usage after 10 pm, 1 GB would cost Rs. 287.3 to download and
2 GB would be Rs. 587/-.
The minimum tarrif without CID for a fwp is Rs. 150/- only. Only
disadvantage in standard tarrifs is that you don't get an smtp service.
Regards,
Rony.

Of course. I presume he wants ppl on THIS list to respond. What is
the point of posting a requirement to the list that does not have
even a remote chance of getting a response. IT all adds to the
myth of non availability of suitable manpower on libre software.
That u would not get someone with 8 yrs experince on similiar
closed suites is a different issue.
