Moodle is a course management system that is basically meant to put courses online so that the teacher can create some structure and invite students to create content. When students interact with the environment, teach others and are in a constantly learning culture they absorb data and convert it to knowledge faster. So you may have to set up a mini server client network to host Moodle. What I can do is to install Moodle at http://courses.swatantra.org(sub-domain does not exist yet) which everybody will be able to access and you can get the tution centre an internet connection.
b) also whats the best free software courseware review tool. we would like to upload courseware and invite people to review it take review comments and so on .
Once the course material is online it can be reviewed by anyone.

moodle is good for delivery. while the course is taking shape, i.e. authoring, I recommend you use beta.selfplatform.eu. if you want an Indian hosting space, www.gnowledge.org will be ready with SELF Platform in a few days. It already has a stub instance, wait till we announce.
Nagarjuna
Senthil, Vikram and others ---- even i have enjoyed using SELF http://beta.selfplatform.eu/ . So please wait for sometime as Nagarjuna told -- SELF is getting shaped well , i believe they are releasing soon.

we are committed not to dump any contributions from beta.selfplatform.eu and will be propogated to other instances as and when made using p2p model.
so, you need not wait. start using it, and as and when you want a feature, visit the savannah site and add a feature request.

We had attended the presentation by Dr.Nagarjuna at FOSS.in and it seems
that it was slated to be released somewhere in the beginning of 2008. I think that for now Moodle has certain clear advantages which I will not go into here. When an installable version of SELF comes out we will definitely check it out.

Vikram i think you need not have to wait for an installable version --- it is online --- you can start using it http://beta.selfplatform.eu/SELF i have already used it and you dont have to worry about the changes that takes place to SELF as all the courses that will be defined will be retained in the later versions also ---
also organizing is excellent here --- there are many features which have experience very important http://beta.selfplatform.eu/SELF while authoring in a collaborative way
so go ahead all the best
